A nice, 10 minute conversation in which you learn a staffer’s name and get to know that person can be invaluable. Advise staffer to expect a letter from you. Staffer is then on the lookout for it, will probably read it, and MAY drop an idea into the ear of the actual politician that you want to influence. A follow-up call insuring receipt of the letter is also useful. Make sure to ask for your staffer-friend by name. That creates office buzz and amplifies the importance of your letter.

That’s been my strategy for Washington politicians, anyway. For locals, it’s easier. Run for office. Run along with them. Support them in their race, and they will support you in yours. By the time I left Macon-Bibb County, Georgia in 2016, the Mayor, the Sheriff, and most local officials had my number programmed into their phones, and they would answer, personally, when I called.
