Looks like the man making the recording was stopped for speeding as he drove through Corrigan, TX. For some reason the mayor (blonde woman), the man with white hair (her dad?), and the chief of police (her husband?) stopped to harass the man. By the time he starts recording they're blocking his ability to get back to his truck and then they start touching and leaning on his truck.
