Someone in DC was probably feeding them when they were "cute babies" and the little Trash Pandas started spreading out and looking for food once they were no longer so cute and friendly.
Happens quite often, especially in more urban areas.

The White House probably has lots of tasty garbage smells - very attractive to a hungry Raccoon looking to put on some Winter Weight.
