This is the whole audit thing he keeps talking about; they're trying to reach a decision as to whether the $72 million refund he received in the early 2010s is legitimate. If they rule otherwise, he has to return it with penalties and interest, which would come to over !100 million combined, but it's still unclear whether they'll rule against him (or why it's taken five years so far, and still no decision).

Trumps Conflicts of Interest in the United Arab Emirates
In December 2015, following then-candidate Trumps comments proposing a Muslim ban, his image and name were removed from a Dubai billboard advertising the golf club. Images of Ivanka Trump were also removed from outside the real estate development. After two days, however, DAMAC put Trumps name, but not his picture, back up on the billboard. And when as president Trump signed an executive order suspending entry to the United States for citizens from seven Muslim-majority countriesIran, Iraq, Libya, Somalia, Sudan, Syria, and Yemenhis suspension did not include citizens from Muslim-majority countries where the Trump Organization has conducted or pursued business, including the UAE.
Indeed, once UAE leaders realized that the country had been exempted from the travel ban, Emirati Foreign Minister Sheikh Abdullah bin Zayed Al Nahyan made comments in defense of Trumps temporary immigration ban from the seven Muslim-majority countries. It was the first of such comments from a Gulf Arab state.
The U.S. headquarters for the Abu Dhabi Tourism and Culture Authority, which is owned by the Emirati government and has been registered in the United States as a foreign agent since 2012, is located on the 22nd floor of Trump Tower in New York City. As a Trump Tower tenant, the Tourism and Culture Authority is currently paying Trumps business directly. As a result of this conflict, and other conflicts, of interest, a group of ethics experts and legal scholars have filed a lawsuit against Trump asserting that he is in violation of the U.S. Constitutions Emoluments Clause, a claim the president says is totally without merit.
