How about a silent mic rule?

Candidate R gets 2 minutes to speak. Candidate D gets 2 minutes of dead mic.

Candidate D gets 2 minutes to speak. Candidate R gets 2 minutes of dead mic.

This way it is even ground.

3. My suggestion is the mics automatically get cut off when the other person is speaking.

But yeah, maybe a backup with the moderator able to shut them off, too.

2. Absolutely. I have moderated many local debates and have shut mikes off when needed.

Chris Wallace allowed Trump to behave like a bully.

The moderators absolutely must have the ability to shut off mikes on the one not talking. I've done this recently in debates done via zoom and guess what? The candidates learn not to talk over their time. We didn't have any who interrupted each other, ever, but if we did they would only have done so once, then found themselves muted when their opponent answered future questions.
