How do Federal court ballot rulings affect state and local elections?

My ballot had more than a presidential election: we have Congress, State Senate, State Assembly, oodles of propositions - both state and local - and the all-important city council and school board elections (this is a blue, blue area - judging by law signs these are the really big races!). Can a federal court exert power over non-federal elections? Why can't states decide to count votes for, say, state representatives, as long as they're postmarked by election day? I thought "States' Rights" was a big GOP thing.
