as there is a representative of a each party overseeing this process. For a ballot to be counted or be totally disqualified REQUIRES agreement of BOTH. If its 1-1, the ballot is set aside for further review.

I'd like to add one further point, it I may.

I'm not familiar with how other states are handling things since I'm in Pennsylvania. So far we've had a low rejection rate on the mailed ballots, and here's why: each county election board has been able to monitor the rejected ballots that were mailed in early enough. County clerks have followed up and contacted voters (whenever possible) to let them know there's a problem with the envelope, the signature, etc. Frequently the mistake is they wrote their date of birth on the envelope rather than the date they voted. In many cases, that citizen has been able to correct the problem and the ballot was later qualified to be counted.

This isn't a party-related issue, it's just good work by our county election boards. I hope every state is being pro-active like Pennsylvania has been doing.
