turnout they're hoping for. I was listening to a discussion today where they said that Democrats were worried in 2016 that they were overly dependent on Election Day turnout, which is largely where Republicans are now.

For decades florida gop has used mail in voting as a way to lock in their vote. They were ripped when trump disrupted it. It was an essential part of getting seniors and rural people to vote.
