when votes are counted they aren't counted and reported at the same rate everywhere in the state. so if 10% of the vote is in it isn't 10% from detroit, 10% from the upper peninsula, 10% from grand rapids, etc.... and traditionally since they have the most votes to count, urban pro-Dem areas come in later and the rural small areas that lean GOP come in first.
