The cities and Northern Virginia always lag. They are reliably Blue.

but it has to do with where the votes have come in and VA is still considered a firm Blue State when the rest of the votes come in.

Biden has already won VA. Trump needed an election day blowout to overcome a 2:1 early vote deficit. He didn't get it. By midnight the totals will reflect Biden's win.

This is why the AP/NYT already called VA for Biden.
