by state law as to when mail-in and early votes can be counted, but I don’t think it’s anything close to most NOT being counted. For example, I think Florida is pretty much considered all counted, but of course it is one of our very own shithole countries of election cheating and corruption - witness a court hearing scheduled tomorrow about ballots sitting around in postal facilities.
