Most mail-in ballots (predominantly Democratic) haven't been counted yet, while in-person votes (heavily Republican) have.

Even Nate Silver was predicting that Biden could be down by 16 come Wednesday morning, and have won by 5 when Friday is over.

See what they are doing with the mail-ins in Philly?

They are at the PA Convention Center and started at 7 am and will go 24/7 until they are done. The 4 surrounding "rim" counties of Philly are doing the same. Together, the 5 counties have 1/3rd of the state's population.

and we were able to buy that set up in the livestream, which includes (currently-) off-camera high-speed scanners.

PA had a dry run for the first time using these types of ballots for this past spring's primary (originally scheduled for April 28 but delayed until June 2 due to the coronovirus), so many of the election officials got a taste for how it might look. Of course now with spikes in coronavirus and encouragement to "vote by mail" ("early" ), there was an avalanche of these types of votes.

In fact, just literally heard on my local news radio station that the setup going on there can process about 10,000 ballots per hour!
