The state elections website states 100% precincts *reporting* not 100% of the vote in.

That means that they've received some ballots from all precincts, not 100% from all precincts.

There was a lot of confusion in different states last night in the same regard. Seems to happen every cycle. It would help if the states, media, etc., would provide more information and/or clarify what the numbers mean. MSNBC has brought it up a couple of times, but mostly just in passing.

There were some ballots received on November 4th.
That was the deadline for civilian ballots.
Those ballots have been counted or are being counted.

I think Nov 9th is the deadline for military ballots.

He issued a later statement confusing precincts reporting and vote totals. He should be ignored because he clearly doesn't understand how any of this works.
