Russia, The Philippines?, Saudi Arabia, Ethiopia, Iran, Syria, Libya,
E. Timor?, China, Myanmar, Somalia.....

There has to be some errors in the current list (potentials marked by ?) and
additional countries that fit the criteria established.

BUT MY FAVORITE, BY FAR, is Guantanamo Bay. So many accoutrements to offer;

24/7 Security from U.S. Marines,
On-Demand Cuban Sandwiches,
Family and Friend Accommodations,
Indoor plumbing,
Unlimited socialism,
abject poverty,
and too much more to list....
