The throat-clearing is likely from vocal fatigue as a result of a lot of talking. Happens to public-speaking politicians all the time. Anyhow, the vaccine wouldn't cause throat congestion as a side-effect, since it doesn't use a live virus, just messenger RNA from the virus that stimulates your immune system.
