Why is it that PENCE has allowed McConnell the power that belongs to the VP foremost?

The power to advance legislation in the Senate.

Under President Biden, that power will belong to VP Harris. She could delegate, but why would she turn over that much power to a Senator?

Why does Pence (and Trump by extension) allow Mitch that much?

1. My hope is the Vice-President-Elect make her working office in the US Senate.

I think Joe will be outwardly focused on rebuilding our international reputation with a primary focus on our allies in all parts of the world. VPE Harris knows all of the players and Republican tactics....but she will maximize her presence - and Joe's - in that chamber.

It's a job that for the past 140 years has been abdicated to the senate. For the first 90 years or so the VP regularly presided over the senate with the exception of Thomas Jefferson (who hated Madison and refused to preside) but in his absence, he wrote the rules for the House and Senate. And the rules for the senate are only in affect "in the absence of" the president of the senate. So, will she come in and blow up the filibuster and set the agenda?

Other than to succeed to the presidency upon the death or resignation of a president, a vice president's only constitutional duty is to preside over the Senate. Vice presidents cannot vote in the Senate, except to break a tie, nor may they formally address the Senate, except with the senators' permission. Initially vice presidents appointed senators to standing committees, regulated access to the galleries and supervised the keeping of the Senate Journal, but these duties were later removed.

And Harris will in no way attempt to usurp power from McConnell if he’s named Majority Leader.
