That's the only thing I can see Democrats doing. Keep putting up the organizing motion for a vote and forcing a filibuster.

...but there's still a political edge to this posture which can have a dynamic effect on the opposition caucus, forcing their hand.

It's too early to tell, but this is a solid marker of opposition from Sen. Schumer, and a good indication that he's not going to let McConnell dictate the way forward. The minority is going to respond, and we'll see where it goes from there.

Do we have the votes to end or reform the filibuster? I read that Manchin or Feinstein might not agree.

Filibustering even the simple power sharing agreement might change some minds.
