wait... Covid relief checks via Executive Order?

I've read that Biden has signed several EOs, one of which would entail $1,400 checks to individuals for Covid relief

I didn't think that was possible. It's part of his $1.9 Trillion relief package. But doesn't Congress have to vote on it?

2. Doesn't it establish a bargaining position?

$1,400 makes up for the shortfall of $600 in the bill The House and the POTUS wanted before 1/20/21.

Only McConnell blocked it.

5. So would that help me who hasn't gotten the $600 due to a closed bank account?

The IRS seems to have changed their tune on people like me, but I wonder if the checks will even come before tax returns are accepted. Would President Biden’s order make things speedier?

Apparently the IRS is now sending checks out to people with closed accounts, but I am still in limbo with no update on Get My Payment.

thankfully, I won't starve or be evicted if I don't get it. But I know there are thousands of folks out there in more desperate straits than I am.

Anything President Biden can do is much appreciated.

At least his eviction order should stop all foreclosures for a while. I am under a private lender but the order still should affect me.

Trump signed an XO to pay for his wall and it was upheld.

What's the difference? Why can't this be authorized from defense money? Isn't massive evictions a national security issue as much as border crossings?
