He embraced the whole "barbarians storming the gate" image in '94. This gives him a "tough guy" spin that he'd adore but could never pull off in real life.

I'd go more for the giant demonic Stay-Puffd Marshmallow Man. A ridiculous guise masking The Destructor. It suites him better.

...just think what happened to the EPA's Mr. Pecker. And he stepped on a church to get where he wanted. Newt's just making it a Mormon one.
