There are a few things we'd have to jump on, like the filibuster itself, and HR1, and HR51 also.
Could someone ask Merrick Garland about this?

One of the reforms we could have done is 41 votes need to sustain a filibuster, but Manchin and Sinema shot that down.

They both voted on Roll Call 131 (On Motion to Recommit, and voted Nay, along with all the Dems expect for Cleaver, Murphy (FL) and Vargas, all 3 of whom were not voting as well)
