If he wanted it to be anything more than an advisory commission with a very limited budget and no subpoena authority, he'd have to get Congressional authorization and appropriations. It would be pretty much a non-starter if done by executive order.

And they are much farther along than Biden would likely get any time soon.
Congress is in the process of doing exactly what you seem to be calling on Biden to do. And it would take months for the Administration to put this together. This isn't 1963 and this isn't the Kennedy Assassination. I don't understand why you're calling on Biden to get started on what Congress is already pretty far along the way in doing. |

Unless Congress authorizes funding and enforcement tools, there's only so much they can do.
And presidential commissions were viewed and responded to very differently in the 1960s and 70s. Things are much different now. |
