especially for any areas that have not experienced flooding - either locally or in nearby areas, and don't have the types of resources ready to respond.

We literally had parts of NE Philly and Lower Bucks County (which is adjacent to Philly to the northeast) have a "100 year flood" just this past Monday, with upwards of 10" of rain that fell in the span of a few hours -

A significant flash flood occurred Monday afternoon and evening near the Delaware River in Bucks and Burlington Counties. The areas greatest impacted by this event received 6"-10" of rain in around 3-4 hours. This is estimated to be a 100 year flood. #PAwx #NJwx

A stationary excessive rain-producing set of cells just sat over the same areas and didn't budge.

I was just reading about Germany and Belgium reporting upwards of 150 mm - 250 mm (with some reports of up to 300 mm) of rain in 24 hours, which is - yup, about 10" - 11" - https://www.severe-weather.eu/europe-weather/destructive-flooding-germany-belgium-mk/

And like some of spots shown in your videos, the areas here are right along a river, so the flooding is exasperated. They would really been toast if that amount of rain had happened within just a few hours like here, particularly with the water pouring through those hills there, where the force makes it worse.

And with all of that, you have other parts of the world that are parched and burning.

where the death toll in Germany has now surpassed 125 with many more missing.

Devastation from floods spreads in Germany and Belgium, with hundreds missing.

The scenes of devastation from the floods came from all around Western Europe as the death toll passed 125 on Friday. Roads buckled and washed away. Cars piled atop one another. Houses were inundated to the roof tiles. Frightened residents were being evacuated in the shovels of earth movers. But nowhere was affected more than Germany, where hundreds were still unaccounted for and the death toll had reached 106 and was expected to rise as rescue workers combed through the debris. At least 20 were reported dead in Belgium.

On Friday, rain was still falling. As rescue workers scrambled to reach cutoff villages that are remote on the best of days, the heavy rains — coming after several of the driest years on record for much of Central Europe — had brought some of the most severe flooding in decades. Extreme downpours like the ones that occurred in Germany are among the most visible and damaging signs that the climate is changing as a result of warming caused by greenhouse gas emissions. Studies have found that they are now occurring more frequently, and scientists point to a simple reason: A warmer atmosphere can hold more moisture, which creates extreme rainfall.

In Central Europe rescue efforts were hampered, with electricity and communications networks down, roads and bridges washed out, and drinking water scarce. The worst hit were thinly populated, rural areas. In the city of Schleitheim, Switzerland, where a river burst its banks, residents recorded videos of cars being washed through the streets in a swirling flood of muddy water and debris. Germans struggled even to grasp the scale of the calamity in their country. Chancellor Angela Merkel expressed her shock and solidarity from Washington, where she was visiting the White House. Politicians of all stripes called for a truce in the German election campaign.

The focus was on how to deal with a disaster that was growing by the hour, with thousands left homeless, in addition to the missing. In Belgium, the Meuse river overflowed its banks, flooding villages and the center of Liège, leaving thousands without power. The official death toll stands at 20 dead and 20 missing, the authorities said. “We are still waiting for the final assessment, but these floods could have been the most disastrous that our country has ever known,” Alexander De Croo, Belgium’s prime minister, said on Friday.

The topography of these areas in Europe, some that are very scenic, just made that kind of rain cause catastrophic damage - not just from the water but landslides caused by that water.

it's literally as if a dam burst and just washes everything away.

That's what happened in New Orleans with Hurricane Katrina. When portions of the levees and floodwalls around Lake Pontchartrain failed, and the water just poured out of the lake and the rivers that run through and along the city, and into the "bathtub" that New Orleans is built in (exasperated by the rain from the Hurricane).

Fortunately for me I'm in Munich the opposite corner from the flooding.
There is a lot of coverage, surprise.
The region got about double the amount of rain for July,
in 48 hours. What a tragedy.
They measure rainfall differently here. In liters per square meter.
1 liter = 0,1 centimeter and 10 liters is 1 cm. 2.5 cm = 1 inch
We are having a wet July in Munich. Can't find a site with daily totals so I don't really know if we are high or low still.
