LAPD shoots protester at close range using rubber bullets.
She is saying Dont shoot with her hands in the air.
Rubber bullets are METAL coated with rubber and are meant to be shot toward the ground in order to bounce up and stop crowd advancement.

These are explicitly designed to be fired at individuals. Here's what they shoot:

It's a fabric bag filled with #9 lead shot, traveling around 200 to 300 fps. It won't penetrate the skin, but the impact is extraordinarily painful.
