how any insurance carrier would be willing to cover any of the cruise lines under the DeSantis rules. Insurance companies don't do open-ended liabilities.

DeSantis because they want all passengers to show proof of vaccination and DeSantis passed a law forbidding them (or anyone else) to do that.
