So that leaves 29% who are capable of developing empathy but haven't to the extent possible due to poor parenting and/or other personality disorders.
And I'm sorry, but anybody who has actually been a child or spent any time at all with them can see that their capacity for empathy, along with everything else, develops as they get older and more mature. There isn't a window from 1-3 where you either develop empathy or not and if you don't you can never get better at it. I tortured ants and made my brother cry for fun and pointed out peoples' weight and disabilities in front of a crowd when I was in kindergarten and then I grew up and stopped doing those things.
It's a skill, like language. In cases of extreme abuse and neglect, if children are exposed to no language at all before the age of 10 or so, it becomes impossible for them to develop it but for 99.999999% of kids some are exposed to more language and some less in their window for developing it. The ones exposed to less language as kids may fall behind in school but they can study and get better throughout their whole lives.
Ditto empathy. Maybe less than 1% of kids are so extremely abused or neglected as kids that they miss the window to develop any empathy at all. But you're letting 29% of Trump voters off the hook by saying their lack of empathy is just the way they were born and that there's nothing anybody can do about it. Before they were brainwashed by Fox some Trump voters voted for Democrats. A lot of them have empathy - it's just that it's only directed to white people like themselves. If they've developed that much, they can learn to get better at empathy and apply it to people not like themselves.
