it is in the taliban's interest to let ppl leave if they want to leave, be rid of potential

problems. makes them look good in the PR department. and makes life easier for them at home, IMO. depends on how vindictive they want to be

Without people to rule over and to brutalize as exemplars of disobedience, then what would be the point of ruling?
