The United States Capitol Police are investigating an "active bomb threat" near the U.S. Capitol, prompting the evacuation of the complex.

USCP Chief Tom Manger said authorities seized on a black pickup truck early Thursday that had been driven on the sidewalk outside the Library of Congress building by a man claiming to have an explosive device.

When approached by officers, the driver told officers that he had a detonator in his hand, Manger said.

The chief said department negotiators have been communicating with the driver in an effort to bring "a peaceful resolution to this incident."

Manger did not name the driver, but the chief said investigators have confirmed his identity.

"We don't know what his motives are," Manger said.

He’s holding a giant canister looking thing he says are explosives and has a detonator in his hand- he said if they start shooting it’s going off. He claims there are four more somewhere too- although that seems slightly dubious. I would be surprised if they just shot though considering the explosives risk, if they feel there may be negotiation room.

He doesn’t want to die, he wants to go home to his grand daughter but if he dies at least she will be in a better world for it (??) All of that is truncated and paraphrased, I had to stop watching. He wasn’t saying this is a ranting, angry voice though- he sounds more sad than anything (and yes I know that sounds like an odd thing to say but he does)
