Those funds are largely controlled by the U.S. and international institutions, a possible leverage point as tense evacuations proceed from the airport in the capital of Kabul.”

has a long history of big conflicts with both. Including oppression and even atrocities against Muslims.

They all have very different goals, and guessing commonality will never again be as close as now when both China and Russia are vying among others for influence with Afghanistan. And Afghanistan's Taliban needs their support and international acceptance.
