from the war-makers, they would not be able to feign surprise at what has happened like they are now.

To the extent that they are genuinely surprised, that only testifies to their incompetence (if this was their beat) or ignorance (if it's not their beat, in which case shut the fuck up -- you don't know any more than the rest of us anyway).
