Executive orders don't work that way. He doesn't have the power to order private citizens to do anything.

5. You would be better off directing this at individual Governors

Its up to the states, not the Feds, as far as mask mandates go. The most the Feds can do is require it on Federal property, and on planes, trains, and busses and the transit hubs they use, both of which are already under Federal mask mandates. The feds power is limited otherwise and falls upon the individual states.
