i live in a small 620 square foot apt heater and ac are provided as is hot water .

No power lines, no pipelines can reach the continents from there. HI has shown a uniquely intense interest in solar power, because of that.
Even AK can import power, from Canada.

Weather is a significant driver of residential electricity sales in the United States. During the summer, warm weather increases electricity consumption in homes as residents use air conditioners, fans, dehumidifiers, and other equipment to maintain comfortable temperatures. During the winter, colder temperatures increase consumption as residents turn on heating equipment to keep their homes warm.
Besides climate, I'd think that the percent of houses using electricity versus gas for cooking, clothes drying, and hot water heating is a major factor.

the bigest users are the provided refrigerator and all electric stove. no gas.
