You put in 20 years and retire on half pay. You then do the same job in the government and only have to work 10 years to get a full pension. Then you can work in another department for another 10 years and get another full pension. Some of the people I knew in the Army Security Agency did this by retiring at 38 from the army, at 48 retiring from the NSA, and retiring from another government agency at 58.
