I can say that a 3.9 magnitude earthquake barely gets anyone's attention at all. Some might say, "Hmm...an earthquake...," but that's about it.

6. Not strong enough to be of concern, epi center would be a reminder of this dynamic

but outside of the epi center it wouldn't even make a skittish cat jittery.

it's when it gets near the 6.0 range and higher that causes damage and alarm for good reason.

It's curious about the gauge. Instinct would suggest a 3.0 is not such a significant difference from a 6. but it is quite significant.
