The main question is if he was ordered to follow the bus. NBC News says no.

James Morrison. Rumor has it he had JFK and JFK Jr. with him. Some say Elvis too but that hasn't been confirmed. They were frantic because they took a wrong turn on the way to Dealey Plaza and just being back from the dead they had no idea they were following a bus full of jurors in a high profile trial!

They claim he was not following or filming the bus, but that they will investigate.

had a flat tire on the vicinity of the jury bus, but was not following or attempting to interact with the bus.
