I don't know whether the dictionary says that, but it's pretty clear that's what the founders meant by the term.

A true democracy - where everyone votes personally on every single issue - is not tenable in a governing unit bigger than a small town.

...that mostly includes friends and family, but I have engaged in discussions with people I don't know. I try to offer a reason, and they're having none of it. It's like boxing an iceberg.
