Or do they assume that Manchin would have made this declaration regardless of whether his bill didn't make it through?
Was BBB dead all along or was there always a chance it could have passed? Is there still a chance?

We needed BIF passed for the good of Democrats.
The BIF is overwhelmingly full of what the Repubs and Corporate Dems wanted.

It was like someone on a ventilator and feeding tube... Brain dead just waiting for Judas to pull the plug after he had twisted the knife enough in Joe Biden's back enough to make the democrats look bad enough is his buyers eyes.
