House GOP candidate calls for Texas-wide ban on Chinese students

A Texas Republican candidate for the House of Representatives has ignited controversy after calling for a ban on Chinese students from universities in the state.

“Chinese students should be BANNED from attending all Texas universities,” Shelley Luther originally wrote in a since-revised tweet. “No more communists!”

In subsequent tweets, Luther went on to say the state’s taxpayers “should not be subsidizing the next generation of CCP [Chinese Communist Party] leaders” and that it is “common sense” that CCP members “should not have access to our schools.”




Luther, a hairdresser, made headlines in 2020 when she refused to close her Dallas salon amid emergency orders, according to the Texas Tribune. She ended up spending two nights in jail.

Nearly 1 million international students study at colleges and universities across the United States, up 40% from a decade ago.

These students are heading stateside to gain access to some of the best higher education in the world — and they're paying top dollar for it.

In fact, recent data from SelfScore, a company providing financial services to international students, reveals that foreign students pay up to three times more than in-state students at public universities, "effectively subsidizing tuition costs for domestic students and functioning as a bailout for universities."

International students are crucial to the US economy in two primary ways: They're financing a chunk of education costs for public universities and their domestic students, and they're fueling the US tech industry.

Luther, a Dallas salon owner who rose to prominence for defying Gov. Greg Abbott’s stay-at-home order early in the pandemic, tweeted Wednesday, “Chinese students should be BANNED from attending all Texas universities. No more Communists!”

She later deleted the tweet, but continued to defend the statement after state Rep. Gene Wu, D-Houston, called it “ignorant” and “hateful” and said it would “incite violence against not only Chinese Americans, but all Asian Americans.”

“To casually conflate all Chinese students in America with actual registered members of the ruling party in the People’s Republic of China is not only ignorance of an extreme nature, it is also the type of rhetoric that drives anti-Asian hate crimes,” Wu said in a statement. “Luther’s racist statement not only paints a target on the backs of Chinese nationals studying in America, but it labels and targets anyone who looks or sounds vaguely Asian as a potential enemy.”

Luther responded to Wu’s statement by calling him an “enemy of the people” and arguing that Texas Republicans agree with her view that “Communist Chinese citizens should not access taxpayer funded state institutions.”

They work in our labs for low wages. Science Grad students keep the cost of research low so they subsidize us, not the other way around.
