Tucker, Baritromo, Ingraham, Pirro, and Hannity are on the air every day and night convincing the populace that Russia is the good guy in this equation and that Biden is the bad guy. Newsmax and OAN are also playing into this equation. This is getting scary. They all need to be dragged before Congress.

Licenses are for terrestrial broadcasting because it is use of the Public Airwaves. Cable uses satellite for delivery. They broadcast to a paying audience that has opted in to their services through contract. It is not within the power of the FCC to interfere in those contracts.
