who will be the first "we built it on our own, rugged individualist" to plea for Federal aid and funds as a result of Sandy?

He ordered the taking of precuationary supporting positions for a quick evacution of all "strategically important commodities" if necessary and directed NJ NG Brig. Gen. John H. Hillman to place his troops and transport equipment at or near every doughnut shop and pizza joint in the state.
