(And New Jersey.)At high tide, West Manhattan's Battery Park Esplanade was pretty much under water. According to the Wall Street Journal's Eric Holthaus, the surge hit 3.6 feet, 1/2 a foot short of its max during Hurricane Irene. And there's still two high-tide cycles to go.
