Homeland Security Secretary Altered Report on Russian Election Interference to Help Trump, Watchdog Says

Former Acting Secretary of the Department of Homeland Security Chad Wolf delayed and changed an intelligence report warning of Russian interference in the 2020 election due to concerns it would hurt former President Trump, according to an investigation by the departments inspector general office.
The watchdogs office said it interviewed an individual in the Office of Intelligence and Analysis (I&A) who told us the Acting Secretary asked the product be held because it made President Trump look bad and hurt President Trumps campaign the concept that Russia was denigrating candidate Biden would be used against President Trump. The product, titled Russia Likely to Denigrate Health of US Candidates to Influence 2020 Electoral Dynamics, was first being drafted in April 2020 after then-candidate Biden had assumed frontrunner status in the Democratic primary.
That summer, the investigation found, employees in the departments Intelligence and Analysis office changed the products scope by making changes that appear to be based in part on political considerations, raising objectivity concerns and potentially impacting.

These findings align with a whistleblower report from Sept. 2020 filed by Brian Murphy, the former principal deputy undersecretary in DHSs I&A office. Murphy alleged that DHS leaders including Wolf, former Secretary Kirstjen Nielsen, and senior official Ken Cuccinelli not only minimized Russian influence in the election, but fabricated data relating to the U.S.-Mexico border wall and downplayed the threat of white supremacy. Murphy also claimed retaliation by his superiors after he raised these concerns.

The conclusion that Trumps appointee appeared to have tried to downplay Russian meddling in a key intelligence report is the latest example of how his aides managed his aversion to any information about how Russia might be helping his election prospects. According to special counsel Robert Muellers report, Trump officials tried to avoid the topic during meetings and at hearings, because he would become enraged and upset when Russian meddling came up.
The US intelligence community announced during the 2020 campaign that Russia was actively meddling in the election to weaken then-candidate Joe Biden. At the time, Trump downplayed those findings and promoted false claims about Biden that aligned with Russias disinformation efforts. The IG report addresses past suspicions that Trump appointees distorted some intelligence reports to foster a more Trump-friendly narrative.
The watchdog found, for example, that then-acting Homeland Security Secretary Chad Wolf had participated in the review process multiple times despite lacking any formal role in reviewing the product, which caused delays and may have helped create the perception that assessments were changed for political reasons.
The report stems from previous allegations of the Trump administration downplaying Russian interference. CNN first reported in September 2020 a whistleblower complaint alleging that top political appointees in DHS repeatedly instructed career officials to modify intelligence assessments to suit Trumps agenda by downplaying Russias efforts to interfere in the US.
The whistleblower claimed that Wolf had instructed DHS officials to cease providing intelligence assessments on the threat of Russian interference and, instead, focus their efforts on gathering information related to activities being carried out by China and Iran.

Ken Cuccinelli, then the acting deputy secretary of Homeland Security, asked a senior official in the department to have analysts in DHS Office of Intelligence and Analysis scrutinize the possibility of mail-in voting fraud. The office did not release any findings backing Trumps claims, the report states, but it did note that Russia like the president pushed lies about mail-in voting. Later that summer, employees in the offices Field Operations Division were told to look into attempts to alter, destroy, sell, or hide mail-in ballots. They were also tasked! with broader election security issues like campaign hacking attempts and illegal entry into polling places.

Former Homeland Security Acting Secretary Chad Wolf changed and delayed an intelligence report detailing Russian interference in the 2020 U.S. presidential election, according to a new review by the Department of Homeland Security's (DHS) top watchdog.
The decision to deviate from DHS standard review procedures "rais[ed] objectivity concerns," according to the report, and led to the perception that unorthodox interference by a top DHS official was intended to help Donald Trump's reelection bid.
The Office of the Inspector General (OIG) at DHS, through its Office of Intelligence and Analysis (I&A), released the redacted results of its investigation into Russian interference in the election "DHS Actions Related to an I&A Intelligence Product Deviated from Standard Procedures" on Tuesday.

Analysts in DHS' Cyber Mission Center (CYMC) began drafting the original intelligence product titled, "Russia Likely to Denigrate Health of US Candidates to Influence 2020 Electoral Dynamics" in April 2020, to warn state and local governments of a noticeable uptick in Russian state media efforts to question then-candidate President Joe Biden's mental health after Super Tuesday.
The DHS analyst who first raised the concern "believed foreign efforts questioning a candidate's health were worth exploring because they could impact voters' willingness to vote for that candidate and began drafting the product," the OIG report read. "In its initial form, the product was approximately two pages in length and included information relating to one 'current Democratic presidential candidate' and to Russian activities to influence the 2020 U.S. Presidential election."
