I'd note that Zelenskyy had, in fact, made moves against some of Putin's BFF oligarchs in the year prior to the Spec Mil Op (which is re-fighting the Great Patriotic Spec Mil Op).

There was a M*A*S*H episode that summarized it neatly. A regular was asking for, I believe, new boots. The supply sargeant had them, argued. Why? Because he had them and that meant he had them, something in demand. That meant power. Now, if he *handed them over* he wouldn't have them, and meant he'd have *less* power. His power depended not on service, but the restriction of service. And in exchange for giving up power, he wanted to exchange that power for power. "What are you going to give me?" And he named things that the regular character wouldn't have at hand, but which could be held over his head.
The EU wants to use power to gain power.
They're supply sargeants or petty bureaucrats whining about $350/plate lunches.
They may do good things. I mean, it's possible. They *are* the rulers, those who build and enforce the system.
