have systematically, grindingly, methodically, and unrelentingly planned and executed an ever-more complete gaming (from local on up to regional, state and ultimately federal levels) of the long wave systemic flaws in the American superstructures of governance, especially the gaping maws and flaws in the Constitutionally-mandated template of the federal government itself and its interlocks with States via the American expression of federalism.
