If not there should be, and the TFG should be called before Congress under oath , or given to Congress and the DOJ a complete list of all pardons he gave, or face criminal and civil penalty's if refused, or falsified .

or maybe he is covered by one of those secret atty general memoranda.
pardons should be public, and the memoranda should not be secret. the laws should be passed (but won't), but of course, would not apply ex post facto.

The Constitution grants the president the power to grant federal pardons.
The term of the president expires on January 20, every fourth year, at noon.
Someone who is not the president cannot grant federal pardons.
