Appear nowhere in the Constitution. The 'justices' will declare that if the Constitution says some power or other adheres to the legislature, that power cannot be delegated by the legislature to anyone else. This is mere torturing of the language to procure a desired confession from it.

It would not be possible, under this nonesensical reading of the powers of the Congress, for a law to establish an agency with authority to administer its enforcement in detail. You could still have an EPA, for example, but every single thing it did, every standard it applied to doing its work, would have to pass Congress, and any changes practice dictated also would have to pass Congress.
