1. While I appreciate the tweet, I'm not quite sure it's funny

It's actually textbook 'irony'.

Not the Alanis version of the word (I presume the proper word, paradoxical, wouldn't fit in the allotted musical space), the real definition.

Not that irony can't be funny, but I couldn't quite laugh cause of how serious the subject is.

3. "Irony" is basically "deadpan sarcasm"

Irony and Sarcasm both describe a condition where the intended message doesn't match the actual underlying meaning of the words spoken/written.

Irony differs from sarcasm in that with sarcasm ... the writer/speaker has made it obvious (typically through vocal inflection or using phrases that make it clear to the reader/listener) ... it's sarcasm.

In this case, the tweet is delivered in a deadpan style, but means the opposite of what the words SAY, ergo, it's closer to irony.

But the line between the two ideas is fairly grey TBH.
