is that the other side asks questions they can prove as well as questions they can't, so the witness is not sure what they can lie about. This is why the 5th is your friend in situations like this and why lawyers recommend it above actually answering.

Cippolone goes in knowing what Hutchinson said and he can lie if he is sure the committee has no other corroborating witness/recording of the exchange. IF he can't then he must tell the truth or plead the 5th.
