Ok, so when it comes to environmental catastrophes, who is in charge of disaster relief? The state?

Congress? Will SCOTUS force FEMA to spend resources in red states that don't really need it? What role will the President play. Is he the final word on disaster relief?

somewhat no pay taxes. It's us that pay taxes that help our fellow Americans.
