The FBI just raided my home, took secret documents. they gave me a rain check when they left.

They told me they would not charge me now because they had to gather the evidence, which they have now, and Maybe put a grand jury in place to see if I broke any laws. It could take years.

to determine specifically what to charge him with, which is what prosecutors would have to do before presenting a case to a grand jury?

when they are caught red handed vwith stolen property, let alone top secret documents...
Those laws only apply to the common folk though.

Those two things do not always happen simultaneously, and in order to arrest anybody they'd have needed probable cause that that particular person committed the crime. Anyhow, TFG wasn't even there; he was in New Jersey at his other tacky residence.

1. They had enough evidence for a raid but not for arrest. The purpose of a raid is to gather evidence of a possible crime by a suspect.

2. They have enough evidence for an arrest but are spoon feeding the public first, deliberately slow walking the process
due to the very high profile of the suspect and possible violence.

One is a legal explanation, the other is political.
