Congress at that time never would have done something like this so he had to do it through an EO.

the wealthy beneficiaries of Reaganomics/trickle down economics/predatory capitalism who want to be trillionaires depend on unschooled people in dire circumstances who are happy to crawl across broken glass for a job offering a few crumbs to barely keep them alive. Education of the poor is the enemy.

That "bottom" was higher than the '70s and it went up for the rest of the decade. Where is the evidence student aid was "cut way back"?

Aid started sharply going down in 1976 and hit a bottom in 1983 and then went back up for the rest of the decade.

That is the point. There is no evidence that aid or grants were "cut way back" in that period compared with the immediate past.

That is where it was cut way back.

Your chart about tuition increase (a different topic) shows a mild increase in the 80s and it really takes off about 2000 and does not stop. Why is the IL government allowing such an increase at a state school?

They got their way, and opposition to rectifying that problem now are met with righteous howls of social indignation.

Reagan convinced a lot of otherwise at-least-not-stupid people that regression of education is a forward move.

I was out of college and working at least 7 years before this happened. .
Since my college had a realatively low tuition fee my parents were able to pay it for me.

So being out of that circle I don't remember it, and I
was certainly somewhat occupied with a lot of other outrages Ronnie Ray-gun was perpetuating.

I did manage to go to a 2 year technical school at a nearby college by getting loans and wiping out my savings. I paid the loans off in the 90's.
